I tend to check the chat occasionally and stay in there for a good while, but due to odd timing and often time differences, it's hard to be in there the same time as others. Especially since due to this it gives the impression no one is ever in there. So there isn't really a time when everyone is on at the same time.
Probably if you hope to catch someone in there, it's either set a sort of invitation how you'd like to meet everyone and gather there, or just keep it open and waiting and see if someone wanders in there of their own curiosity.
